Bernard was born in Ireland. By 1850, he was living in Perth Amboy, Middlesex Co., NJ. He signed on as a substitute for a Charles Keppler. He was mustered in for 3 years and joined his company on 31 Oct. 1863. The regiment's rendezvous was on Rikers Isl. in New York City. Bernard was company cook for part of his service. He was discharged at DeCamp USA General Hosp., David's Isl., NY Harbor, on 6 Apr. 1866 with a surgeon's certificate of disability (left arm) for a cut he sustained in a fall onto a piece of broken pottery while he was a company cook. The 47th NY was also known as the Washington Grays.

Enlisted on February 24, 1865 at Schenectady, New York in F Company, 115 New York Infantry Regiment, transferred June 17, 1865 to K Company, 47th New York Infantry Regiment (Washington Grays) when all soldiers were transferred out of the 115th. Mustered out of the 47th on August 30, 1865. Charles was from Pittsfield, Massachusetts and is buried in Pittsfield Cemetery.
